A New Wargaming Article(ウォーゲーミング論文紹介)"Rethinking Wargame Design and Analysis in the Modern Age: Lessons
Learned from Global 21"
(Naval War
RethinkingWargame Design and Analysis in the Modern Age: Lessons Learned from Global21" です。
Virtual
(Super
English Summary
- At the U.S.
Naval War College’s Global 21 wargame (700+ participants over nine days),
the team used the Virtual Wizard simulation suite and the MAGE super
intelligence (SI) system at this scale for the first time. The authors
argue that such tools change how a wargame is designed, staffed,
adjudicated, analyzed and funded, rather than simply upgrading it.
- Simulation
tools strain the traditional move-step format and push adjudication toward
continuous, running-time operation. Designers may be tempted to build
turns around model processing times, so the authors warn that technology
should never dictate game design.
- M&S
needs tactical details such as location, speed and salvo size, while most
games target operational or strategic decisions. Global 21 paired tactical
adjudicators with trusted agent players, but this approach risks pulling
attention away from the game’s research questions.
- SI tools
were better at describing the game than analyzing it. They struggled to
separate signal from noise, to connect data spread across slides,
spreadsheets and documents, and to judge relative importance. The authors
stress that these findings apply only to the tools and secure network they
used.
- The
proposed remedy is structuring data at the point of capture, with common
unit identifiers, time-stamped decision records linked to rationale and
outcomes, and metadata on who recorded what. This helps human analysts now
and gives future SI tools a fair test.
- Model-enabled
games demand more computing power, secure infrastructure, physical space
and experts who can both run models and judge their outputs. The authors
recommend concentrating fidelity where outcomes are driven by physics,
such as sensor detection, funding it properly, and letting research
questions drive tool choice.
